Monday was Election Day in the British Virgin Islands. The question was, who would win? The governing Virgin Island Party or the National Democratic Party led by Dr. Orlando Smith?

Up for grabs were 13 seats of the Legislative Council. The Virgin Islands Party leader and chief minister Ralph O'Neal was seeking a third consecutive term in office, and the fifth consecutive term for his party. The final results spoke for themselves.

72% of its citizens turned out in very high numbers to vote for change after 17 years of stagnant government from Ralph O'Neal’s Virgin Islands Party.

Victorious opposition leader for the National Democratic Party Dr. Orlando Smith is the new Chief Minister. His campaign was based on spending more money on social services; saying "This election has been a victory for change, but it's only a first step in a long journey".

Defeated Virgin Islands Party leader acknowledged the election results by saying: "The people have spoken. The Virgin Islands Party respects the voice of the people……."I unreservedly congratulate Dr. Orlando Smith and his National Democratic Party on what appears at this time as a convincing victory."

The British Virgin Islands has one of the highest per capita gross domestic products in the world which can be attributed to its lucrative tourism industry and offshore financial industries. But things and times changed in the millennium.

The Virgin Islands Party government had its first fiscal deficit in over 10 years last year. This was attributed to the September 11 attacks and claims of lax administration concerning its offshore banking sector.

Former Chief minister O'Neal did manage to garner some success out of the electoral defeat. He managed to retain his seat in the territory's Legislative Council.
